Population Health Management: Access, Outcomes, and Financial Implications
As reimbursements shift from volume based to value based, healthcare organizations are becoming more responsible for providing the resources necessary to meet the needs of a given population. Aligning quality of care with the appropriate level of care and services becomes pertinent to healthcare organizations’ bottom line. It is imperative for healthcare leaders to develop programs that offer underserved communities an opportunity for a healthier tomorrow.

Tom Tull, MBA, FACHE - Chief Experience Officer, Ballad Health
Thomas Tull, FACHE, CPXP, VP and Chief Experience Officer, Ballad Health. Tom provides system leadership for experience activities for patients/families, team members, and physicians. Tom has been a member of the Board of Examiners for the Malcolm Baldrige National Quality Award and the Tennessee Center for Performance Excellence and served as an examiner trainer for the Tennessee Center for Performance Excellence and the State of Virginia Quality Award. He is a part‐time faculty member at East Tennessee State University. Tull is a fellow of the Advisory Board and the American College of Healthcare Executives, a certified Patient Experience Professional, and a certified Crucial Conversations and Crucial Accountability Trainer.
Panelists:

Tony Keck, MPH – EVP, Syst. Innovation and Chief Pop. Health Officer – Ballad Health
Anthony Keck is the Executive Vice President for System Innovation and Chief Population Health Officer at Ballad Health. In his current role, he is responsible for strategy, analytics, and value-based services; marketing and communications; government affairs; the Ballad Health Innovation Center; the Ballad Health Foundation; and the system's new department of community health programs.
Before joining Ballad Health, Keck served as the director of Health and Human Services for South Carolina during the first term of Governor Nikki R. Haley. He also served three years in the administration of Louisiana Governor Bobby Jindal where he had responsibility for the public health and behavioral health response to two hurricanes, the H1N1 influenza pandemic, and the Deepwater Horizon oil spill. Prior to his government service, he worked for diverse organizations such as Johnson & Johnson, Ochsner Clinic New Orleans, and St. Thomas Health Services, a community clinic.
Keck was active in establishing the Louisiana Health Care Quality Forum after Hurricane Katrina, served on the Board of the National Association of Medicaid Directors, the Institute of Medicine’s Committee on Governance and Financing of Graduate Medical Education, and the Executive Committee of the National Academy for State Health Policy. He is currently chair of the board for the Virginia Center for Health Innovation and has served on the board of the Virginia Hospital and Healthcare Association and the Kingsport Tennessee Chamber of Commerce.
Rodney Adams, MMHC, FHFMA - VP, Research & Reimbursement – TN Hospital Association
Rodney Adams is the Vice President of Research and Reimbursement for the Tennessee Hospital Association. In this role, he works with hospitals across the state in the areas of Managed Care, Revenue Cycle, Case Management/Utilization Review, and Compliance. He also assists the association with their legislative efforts and serves as an advocate for Tennessee Hospitals. Prior to joining THA in 2021, Adams was the Associate Administrator of Finance Williamson Medical Center in Franklin, TN where he oversaw patient access, health information management, coding, case management, patient financial services and managed care. Adams was also with the Maury Regional Health System for almost 12 years, holding various roles during his tenure there, including Pre-Service Manager, Patient Access Director, and Revenue Cycle Director.
Adams is a past president of the HFMA TN chapter and has obtained both the CRCR and CHFP certifications and was recently named an HFMA Fellow. He holds a bachelor’s degree in business administration from Warren National University and completed his graduate studies at Vanderbilt University’s Owen Graduate School of Management where he obtained his Masters in the Management of Healthcare (MMHC).
Randy Wykoff, MD, MPH & TM – Dean, College of Public Health – East Tennessee State University

Randy Wykoff is the founding Dean and Professor in the College of Public Health at East Tennessee State University, a position he has held since 2006. He serves as Editor-in-Chief of the Journal of Appalachian Health, and co-edited the 2022 book Appalachian Health: Culture, Challenges, and Capacity. Prior to coming to ETSU, Dr. Wykoff served as Senior Vice President for International Operations at Project HOPE, a non-profit organization focused on global health education and humanitarian/disaster relief. He has also served as Deputy Assistant Secretary for Health (Disease Prevention and Health Promotion) in the US Department of Health and Human Services and at the Food and Drug Administration as Associate Commissioner for AIDS and Special Health Issues, and, later, as Associate Commissioner for Operations. He began his career as a District Medical Director in the South Carolina Department of Health and Environmental Control. In 2022, he was inducted into the Tennessee Healthcare Hall of Fame. He is a physician, board certified in both pediatrics and preventive medicine, with additional training and certification in tropical medicine.
